overlane claim settings set

Sets what happens when a second agent claims scope another agent holds: serialise (queue it), refuse it, or allow it. The lease is how long a claim lasts before it must be renewed. Needs a role that manages policy.

overlane claim settings set --policy POLICY [--lease-seconds SECONDS] [--dry-run]
