Exactly one side of a mirror takes pushes. external keeps GitHub as the origin and makes the Overlane copy read-only; overlane makes Overlane the origin (then make the GitHub side read-only or archive it, and syncing from GitHub is refused). Agents and people with write access change it; under supervised autonomy it waits for approval.
